<idAbs>The Southwest Florida Water Management District (SWFWMD) is responsible for the protection and management of natural systems and water quality within its geographic boundaries. One component of evaluating the ecological health of coastal ecosystems is to map and monitor submerged aquatic vegetation (SAV) communities. The AOI includes the mid-shore coastal waters of the District between Levy County to the north and to Pasco County to the south. Estuaries in the geographic area of interest include the Waccasassa River, Chassahowitzka River, Homosassa River, and the Weeki Wachee River. The project area includes 741 images (approximately 1,310 square miles) and extends from roughly 5 miles offshore to a maximum of 15 miles offshore. For the 2016 effort, the AOI was expanded from the previous 2012 footprint to incorporate complete Florida Department of Environmental Protection WIBIDs. For acreage reporting purposes the, the AOI for 2016 and the previous 2012 footprint were both trimmed to meet the boundary of the St. Joseph Sound and Clearwater Harbor, seagrass mapping extent of the AOI, as it existed in January 2016. Seagrass data were photo interpreted from 2016 Natural Color 4-band multi-spectral digital imagery using a Leica ADS100 sensor (Sensor head 100) operating with an inertial measuring unit (IMU) and a dual frequency GPS receiver. The project area was flown at an altitude of 11,300 feet above mean terrain (AMT). Imagery was acquired in two lifts on 20 January, 2016 and 01 March, 2016. Mapping shall be conducted with a minimum mapping unit of 0.5 acre for all benthic features and Oysters minimum mapping unit of 0.25 acre. Minimum mapping of 0.25 acre is allowable if situation deems appropriate but is not required.</idAbs>
<idPurp>The overall goal of the mapping effort was the production of spatially and thematically accurate seagrass habitat map for the 2016 timeframe using 2016 Natural Color 4-band multi-spectral digital imagery. Fieldwork was conducted in order to solve photointerpretation problems and to verify classifications of seagrass density. The resulting imagery and GIS database layers met National Map Accuracy Standards as described by the United States Geological Survey (USGS) for 1:12,000 scale map products. The objectives of this project were to: 1) Complete photo-interpretation of the imagery and GIS map production. 2) Complete an accuracy assessment of the resulting seagrass coverages and revise maps as needed. 3) Complete a narrative final report of mapping procedures and resulting coverage summaries. 4) Change Analysis Acreage Gains and Losses Spreadsheet. 5) Acreage Results Spreadsheet, data by segment and FLUCCs code.</idPurp>
<idCredit>Avineon Inc. of St. Petersburg, Florida was contracted by the District to produce a spatially, thematically, and technically accurate geodatabase of the benthic habitat for the 2016 timeframe occurring within the Springs Coast area of the Gulf of Mexico. <stepDesc>Quality Assurance and Quality Control Avineon, Inc. has established, documented, implemented and maintained thorough ISO 9001:2008 quality control system. Avineon's Quality Control techniques are designed to ensure products/materials provided by Avineon are subject to adequate control of quality to ensure customer satisfaction. The techniques are designed to prevent discrepancies from occurring and are enforced with positive corrective action when necessary. Quality control reviews were ongoing throughout the project. The datasets were examined for adherence to mapping conventions, the PI Key, spatial and classification accuracy, and photointerpretation consistency. In-Process photo interpretation, Quality Assurance, Avineon Project Manager and the designated QA photo interpreter systematically reviewed seagrass delineations and classifications interpreted from the aerial photographs. During quality control review using ARC/GIS software, the QA photo interpreter reviewed the seagrass delineations interpreted on the aerial photographs. The photo interpreter completed the required revisions and resubmitted the data to the QA photo interpreter. The work was checked again by the QA photo interpreter prior to delivery. Comparison of the completed seagrass coverage with other data of similar accuracy was performed. The 2016 Seagrass geodatabase was compared to the 2012 Seagrass dataset so that the differences between the datasets could be analyzed. This was done during photointerpretation and quality assurance. The quality of the ArcGIS digital data was monitored by a combination of manual and automated analyses. A set of automated quality control programs were used to check for errors, such as missing polygon label points, label points with no attributes, invalid attribute codes, missing attributes within the info tables, and two adjacent polygons with the same attributes.</stepDesc>

<stepDesc>Photo interpretation for the project was accomplished using heads up photogrammetric techniques. Photointerpreter utilized previously collected field data and in-process collection of field data along with other available collateral data to assist in their interpretation. Throughout the photo interpretation process, positional accuracy of seagrass boundaries was maintained according to the photographic signatures apparent on the photography. The turbidity issues occurred intermittently but were more pronounced in Waccassassa Bay and the offshore areas. Seagrass beds that could not be confirmed from the 2016 imagery were field verified and further verification would be beneficial. Despite the poor visibility in the offshore frames many seagrass boundaries could be confirmed using the 'histogram stretch' on the imagery within ArcGIS. The standard deviation of '2' was most effective in enhancing seagrass beds that were otherwise inconspicuous on the un-stretched imagery. Some areas proved to be particularly challenging due to the amount of drift and attached algae present on the flats as well as previously unidentified oyster beds with algae present. Drift algae and seagrass frequently coexist and the edges of the seagrass beds can be indistinct due to the dominant dark algae signatures present on the aerials. Extra fieldwork was performed in these areas to help with the delineation of the seagrass extent. The sparse Halodule wrightii beds were difficult to interpret due to the subtle signature changes therefore slight elevation differences along with the field data aided the interpretation. It was impossible to distinguish the extent of the seagrass boundaries as they were obscured by the dark dense algal signatures. In some locations the boundaries of the darker algal signatures were used to assist in differentiation of seagrass polygons. The following coding and classification system was applied during photo interpretation: CODE CLASS NAME: 0 Land, 5400 Bays and Estuaries, 5700 Marine, 6510 Tidal Flats, 6540 Oyster Beds, 7100 Beaches Other Than Swimming Beach, 7210 Sand Other Than Beaches Submerged, 7430 Spoil Areas, 7500 Un-vegetated Hardbottom, 9111 Sparse-Medium Seagrass, 9112 Dense Seagrass, 9113 Patchy Seagrass, 9114 Sparse Patchy Seagrass or Macroalgae and Rock in Unconsolidated Bottom, 9115 Composite Colonized Hardbottom and Seagrass, 9116 Continuous Seagrass, 9121 Attached Algae. The following classification conventions were used in order to ensure consistency of delineation: Bays and Estuaries are delineated using code of 5400. Barren substrate with little or no perceptible seagrass (less than10%) or algae. For this study, the lower limit of what constitutes a seagrass bed is approximately 10% cover; areas with less than 10% cover are considered “unvegetated bottom”. Marine (Gulf of Mexico) are delineated using code of 5700. Barren substrate with no perceptible seagrass (less than10%) or algae. Areas further off shore with no apparent vegetation will be considered “Gulf of Mexico”. Marine (5700) was separated from Bays and Estuaries (5400) by dividing lines extending across the mouths of inlets that join the two classification types. Tidal Flats areas are delineated using code of 6510. Tidal Flats are Intertidal, non-vegetated, shallow-water habitats. Unconsolidated sediments located in estuarine/low energy environments, and are capable of supporting seagrass if able to establish. A characteristic of this class is its alternating cycle of submergence and exposure to the atmosphere. Oyster Bars using code of 6540. Areas 0.25 acre or greater in size this classification includes oyster bars / reefs and oyster shell hash. Both live and dead oyster habitat will be classified under this class if they achieve dominance within the cover type and meet the minimum mapping unit greater than 0.25 acre. Beaches Other Than Swimming Beach delineated using a code of 7100. Isolated stands of open sand, not vegetated, and not intertidal. Non-swimming beaches are delineated for isolated strands of open (non-vegetated) sand, not typically accessible (on islands and fringes). Sand Other Than Beaches Submerged using a code of 7210. Submerged, Subtidal, non-vegetated sands with visible bright submerged bottoms. This is a District added level 3 class. The standard Sand Other Than Beaches (7200) code is usually in reference to dune sands however it is not restricted to dune sands as bare sands exist in other forms. Spoil Areas using a code of 7430. An area of earth and rock that was excavated or dredged. Usually found adjacent to a channel. All polygons mapped as algae (9121) are field verified during the mapping process. When Caulerpa prolifera or Sargassum co-exists with seagrass beds, only the grass is mapped where beds of attached algae may be distinguishable from seagrass. Where feasible, they should be mapped and field verified if greater than 10% cover. While performing the photo interpretation for this project, the following guidelines were used: A. The outer boundaries of beds are more important than internal structure (patchiness, shapes of sand patches within) of beds. B. For this study, the lower limit of what constitutes a seagrass bed is approximately 10% cover; areas with less than 10% cover are considered “unvegetated bottom”. Tidal Flats (6510) – Intertidal, non-vegetated, shallow-water habitats. Unconsolidated sediments located in estuarine/low energy environments, and are capable of supporting seagrass if able to establish. A characteristic of this class is its alternating cycle of submergence and exposure to the atmosphere. Oyster Bars (6540) – Areas 0.25 acre or greater in size. This classification includes oyster bars / reefs and oyster shell hash.
