<measDesc>In November 2003, a new attribute 'SUBCOAST' was created as an integer field and subtyped into three categories, 1 = internal boundary, 2 = coast, and 3 = state boundary. This attribute was populated with the existing attribute 'COASTBND'. For category 1, the default for 'COASTBND' was defined as 'B'; for category 2, it was defined as 'C'; and for category 3, it was defined as 'S'. It was then used to validate the attributes. Errors, if any, were corrected in ArcMap 8.3. The attribute was then deleted after use. A domain called dCOASTBND was also created for the attribute 'COASTBND' that was used to check attribute validity.</measDesc>

<measDesc>Accuracy should meet accuracy for a 1:2,000,000 scale map - +/- 1000 meters. In November 2003, all of the state boundary feature classes were positionally validated against the Florida Boundary feature class in a separate and temporary feature dataset. All of the feature classses had an attribute added, 'SUBCOAST', as an integer field which was used to subtype the boundary. This attribute was populated with the existing attribute 'COASTBND'. The subtyping allowed to only validate the coast line and not the interior boundaries. The subtype was grouped into three categories, 1 = internal boundary, 2 = coast, and 3 = state boundary. The Cluster Tolerance was defined to be 0.005 meters. The Topology Rules used for this validation was as follows: Florida Boundary lines must not self-overlap. Water Management District boundary lines must not self-overlap. Water Management District boundary lines: coast, must be covered by feature class of Florida Boundary lines: coast. Water Management District boundary lines: state boundary, must be covered by feature class of Florida Boundary lines: state boundary. Any errors that were found were inspected and corrected using ArcMap 8.3. The subtype attribute was deleted after use. In December 2003, the following Topolgy Rules were created and validated for the feature classes in the State and Water Management Districts feature dataset: Florida region must not overlap. Water Management Districts region must not overlap. Florida region must be covered by Florida boundary lines. Water Management Districts region must be covered by Water Management District boundary lines. The Cluster Tolerance was set at 0.005 meters. Any errors that were found were inspected and corrected using ArcMap 8.3.</measDesc>

<stepDesc>In November and December 2003, an enterprise geodatabase was designed and implemented. Coverages were converted into feature classes using ArcCatalog 8.3. The feature classes were created new in a feature dataset, with column names, shape type, grid size, and projection information defined during creation. An X/Y Domain and Precision were set at MinX: -700,000; MinY: 2,000,000; Precision: 1000. Z-Values were set at MinZ: -20; Precision: 1000. The Grid Tile Size is 2,147,483.465. Data was then loaded into the feature classes from the coverages using the 'Load Data' tool in ArcCatalog 8.3. Indexes were created for attributes when there were more than 100 records in the data set. Topology and attributes were validated whenever possible.
